国际商会国际促销行为准则《国际商会国际促销行为准则》（ICCInternationalCodeofSalesPromotion），简称《ICC国际促销行为准则》，1973年国际商会发布，1986年校正。2002年5月修订，即：《国际商会国际促销行为准则的修订》（RevisedICCInternationalCodeofSalesPromotion）。《ICC国际促销行为准则》2002年修订版本，共25条。主要内容包括：介绍；适用范围；解释；定义；基本原则；一般规则、完整性、提议的条款、期限、服务措施、隐私权的保护、安全、儿童和少年；具体规则、受益人、中介人、促销者的义务、对消费者的建议、中介人的特别义务、比较、责任、实体、规则的适用和调整、违规后果、证明、实施和解释等。《ICC国际促销行为准则》对“促销者”、“中介人”、“受益人”、“主要产品”、“附加的利益”、“竞争”均作了明确的规定。促销人员是指生产商,批发商,销售商或其它在营销过程中的促销者,包括中介人或受益人。从适用范围上看，该准则适用于所有促销产品的销售或服务，以及商业刺激性促销活动，促销形式、内容可以多样化，包括电子和视听媒介。促销准则不但适用临时性促销活动,并且适用于对增进技术的长期和永久用途。所有促销活动均应在法律规定的范围内实施。所有促销活动应该遵守法律,讲究诚实和信用，所有人要在履行社会责任的范围内，实行公平竞争的原则。促销属于互动式的行销系统，可以运用一种或多种广告媒体进行交易，并且可以将销售活动的资料储存在资料库内。因此，国际商会规定《ICC国际促销行为准则》应与《ICC国际广告行为准则》、《ICC国际环境广告行为准则》、《ICC国际直销准则》、《ICC国际赞助行为准则》以及《ICC/ESOMAR国际营销和社会调研行为准则》，一并实施。
