人口区域规划按照自然环境、社会经济状况以及人口特征的不同，将全国划分为若干个不同的区域，并分别对各个区域在一定年限内的人口数量增长、人口构成、人口移动，以及人口分布的发展变化所进行的规划。它是经济与社会发展规划的一项重要内容。其具体内容包括以下几个方面：①在全面评价区域自然资源、自然环境与分析社会经济状况的基础上,对区内人口现状进行分析,并指出所存在的主要问题。②根据国民经济发展中长期规划，或地区社会经济发展规划所拟订的区域发展方向、建设规模或建设项目，预测其对劳动力在数量和质量上的需求，对区域内人口的行业职业构成变化、农村剩余劳动力转移与城镇人口的增长趋势,进行分析预测,以解决一定时期内地区之间、部门之间劳动力的合理调配与移民的合理安排，以适应经济建设与生产力合理布局的需要。③在搜集自然、社会、经济等方面资料的基础上，采取科学的优化方法，摸清区内人口发展同资源、环境之间相互协调、相互制约的关系及目前所存在的问题。确定在区域内人口的合理容量，据此分别提出不同的人口政策。在不同类型地区，例如人口稠密的经济发达地区与人口稀疏的落后地区，自然资源新开发的少数民族地区与超过人口负载能力的生态环境恶化地区，所要解决的主要矛盾各不相同，规划内容也应各有侧重。中国的胡焕庸教授经过研究,将全国划分为8个人口大区，即黄河下游区、辽吉黑区、长江中下游区、东南沿海区、晋陕甘宁区、川黔滇区、蒙新区、青藏区。(见彩图)
